The disgraced revolutionary Bob (Leonardo DiCaprio) lives a life of drugs and constant paranoia. One of the few constants in his life, far removed from society, is his spirited, independent daughter Willa (Chase Infiniti). When his nemesis (Sean Penn) suddenly reappears after 16 years and Willa disappears, the former activist desperately sets out to find her. Father and daughter must confront the consequences of Bob's past actions.
